Matthew is an Associate solicitor specialising in coverage disputes and is the newest member of Fenchurch Law’s Singapore office.

Matthew has advised a wide range of corporate clients from SMEs to international technology companies on a variety of commercial matters, including insurance disputes.

Prior to joining Fenchurch Law, he was an Associate in the Commercial and Regulatory Disputes team at Michelmores. He trained at Herbert Smith Freehills LLP, completing two seats in their Disputes division.

Matthew graduated from the University of Exeter in 2016 and went on to complete his LPC at BPP University.

Toby is a Senior Associate in Fenchurch Law’s Reinsurance and International Risks Team. Toby focuses on high-value and complex insurance coverage disputes of all kinds including, in particular, disputes relating to Construction and Engineering risks.

Toby has a breadth of experience acting for international clients seeking representation and coverage advice in relation to a wide variety of policy types, including Construction All Risk, Professional Indemnity and Third-Party Liability policies. Toby’s practice area also includes coverage disputes in the Marine and Shipping sector.

Toby will be focusing on developing the firm’s presence in the APAC region and will be seconded to Fenchurch Law’s Singapore office when it opens later this year.

Toby is a member of the Chartered Insurance Institute.

David founded Fenchurch Law in 2010, and is the current Senior Partner, having previously been Managing Partner from 2010 to 2024. Fenchurch Law was created out of David’s vision to level the playing field between policyholders and their insurers. It was the first firm in the UK to specialise exclusively in representing policyholders in insurance disputes. He has guided the firm from a start-up to being top ranked in both of the main legal directories, being twice named Insurance Law Firm of the Year, and becoming the first insurance firm to be named Boutique Firm of the Year at The Lawyer Awards.  

A significant element of David’s new role as Senior Partner involves international expansion. In 2024 he oversaw the launch of the firm’s first two offices outside the UK, in Singapore (serving the APAC region), and in Copenhagen (serving Scandinavia), in addition to the launch of the best friends relationship with leading US policyholder law firm Saxe Doernberger & Vita in early 2025.   

David is one of a handful of lawyers recommended by both Chambers and the Legal 500 for representing policyholders in insurance coverage disputes. He is individually ranked in Band 1 of Chambers & Partners for representing policyholders in insurance disputes and is ranked as a Leading Individual in the UK in that field by Legal 500. Legal 500 says that he is “always thinking one step ahead” and describes him as “a very bright and capable litigator with real tactical nous” and “an incredibly smart and experienced insurance lawyer who is not afraid to go toe-to-toe with anyone in the industry”. Chambers says “David is an absolutely fantastic strategic thinker” and that “he is right at the top of his game and exceptional at what he does.” 

Before founding Fenchurch Law in 2010, David was a Partner in a boutique law firm that specialised in advising insurers in relation to insurance coverage issues and professional indemnity claims. 

David specialises in handling complex and high-value insurance coverage disputes, often related to construction projects, and often with a multi-jurisdictional element. Much of this 

work involves disputes arising under Construction All Risks (‘CAR’) (known in the US as ‘Builder’s Risk’), Professional Indemnity (‘PI’), and Public Liability (‘PL’) policies.   

He also advises policyholders and brokers with regard to cyber insurance wordings and disputes, including identifying gaps and overlaps between cyber and non-cyber insurance programmes and advising in relation to ‘silent cyber’ issues. David represented the policyholder in one of the first major ‘silent cyber’ insurance claims in the London market. 

Since 2010 David has secured hundreds of millions of pounds in recoveries for policyholders whose claims had been wrongly turned down. Recent highlights include acting for: 

  • The UK’s largest pub group in a £1bn claim arising out of the Covid-19 pandemic. 
  • A state-owned petroleum company in relation to a US$400m claim under its Delay in Start Up Policy (“the Policy”) for losses caused by Covid-19 related construction delays. 
  • A property developer on complex Delay in Start-Up (‘DSU’) claims arising from the construction of a landmark building in the City of London. 
  • A Tier 1 contractor in relation to a series of insurance related claims and recovery actions worth in excess of £100 million. 
  • A core participant to the Grenfell Tower Inquiry in relation to its claims under its Public and Employer’s Liability policies. 
  • A prominent design & build contractor, recovering more than £75m from its professional indemnity insurers for its post-Grenfell fire-safety exposures. 

David is a Solicitor Advocate with rights of audience in all Higher Courts in England & Wales, a member of the British Insurance Law Association and the Society of Construction Law, and is a Vice-Chair of the Insurance Coverage Litigation Committee of the American Bar Association.  David is also admitted as a Solicitor in the Republic of Ireland.

Julian is a specialist insurance and reinsurance lawyer (coverage and defence) with over twenty years’ post-qualification experience, having also worked in-house with Australia’s largest general insurer.

Julian has particular expertise in complex property, construction and business interruption claims. He has worked in Asia since 2007 and has acted in disputes arising from major regional and global events including most recently, business interruption claims arising from the Covid-19 pandemic.

His expertise has been recognised in various legal directories, including the Gracechurch Asia-Pacific Insurance Law Report and Euromoney’s Expert Guide to Insurance and Reinsurance in Singapore.

Julian’s recent relevant experience includes acting in the following matters:

  • SGD 125 million property damage / business interruption claim arising from a mould outbreak at a large hotel and commercial complex in Singapore.
  • A high-profile SGD 7 million fire claim at a waste management plant.
  • Catastrophic personal injury claims arising from a pipe rupture at a facility on Jurong Island.
  • Advising on coverage arising from an outbreak of COVID-19 at foreign worker dormitories in Singapore, and at a landmark commercial complex in Malaysia.
  • A SGD 55 million fire claim at a renewable energy research institute.
  • A USD 30 million machinery breakdown and business interruption claim at an aluminium smelter in Sarawak, Malaysia.
  • A USD 6 million claim in respect of a turbine failure at a petrochemical plant in Johor Bahru, Malaysia.

Julian has also appeared as advocate in mediations and arbitrations. He is fluent in various languages, including English and Malay.
